Two troubled former GEO jails continue to sit empty

Two  former GEO Group-operated jails - the Bill Clayton Detention Center in Littlefield and the Dickens County Correctional Center - continue to sit empty more than 2 years after being closed in the wake of suicides by Idaho prisoners.  A story last week by KCBD ("Taxpayers held prisoner by their own prisons," February 3).

About an hour from Lubbock, the Bill Clayton Detention Center in Littlefield hasn't had a single inmate in the last two years.  "This was not built to house local inmates; it was built to house inmates from other parts of the state or other parts of U.S. It was built to bring economic development to the city of Littlefield," said Danny Davis, Littlefield city manager.

For a while it did bring money into Littlefield, until the State of Idaho decided to remove its inmates from the center when the economy tanked back in 2009. "Everybody was cutting back it seemed, and it was very difficult to find other inmates from out of state to come in and fill the facility," said Davis.

Nearly 100 people lost their job in the area, and with $9 million left to pay for the now empty building, residents are stuck paying the price through increased taxes and fees."Jokingly I've told people when I took this job I weighed a lot more and had a lot more hair, so that's how I guess you can say how the frustration level is. It has been a frustrating situation for the whole community," said Davis.

What the story doesn't mention is that Idaho pulled its prisoners after the suicide of Randall McCullough, who, according to news reports, had spent more than a year in solitary confinement.  GEO was later hit with a massive lawsuit over in the McCullough case. Since the facility's closure, Littlefield has had its bond ratings dropped and turned to two different private prison companies in an effort to fill the prison beds. 

The fate isn't much better for the Dickens County.  That facility was initially closed in 2007 after an investigation of the suicide of Idaho prisoner Scot Noble Payne found "squalid" conditions.  CEC (then CiviGenics) took over the jail, but dropped the contract last year.  In its coverage, the KCBD makes a argument against speculative prison building:

About two hours away Dickens County faces a similar fate. Their contractor CEC didn't renew their contract with the Dickens County Correctional Center. ... So far Dickens County hasn't had to increase taxes to foot the prison's one million dollar bill each year, but that option might soon surface

So how can Lubbock County fill its newly built facility while these two and others around the U.S. are failing? It comes down to why these facilities were built in the first place. Littlefield and Dickens County didn't have an inmate population for the large prisons they built; instead they were built to make a profit for the towns by contracting out the prison cells to other parts of the state and U.S.

People who are in segregation, aka solitary confinement, can only be placed there due to disciplinary cases, for the safety of both detainees and staff due to his past, and via medical screening. So for him to be in there that long, he had to either be mentally ill or had done something to have him placed in that situation. So don't go around saying "OH MY GOD he was placed in there for over a year!!!" without first understanding WHY he was placed there; it's his own doing.

Also, i do not get why a company gets sued if an inmate commits suicide. That makes no sense to me. As long as the facility was operating properly, they would not be at fault for someone committing suicide (regardless of the situation, if ANYONE commits suicide, the only person who should be at fault is the person that killed their self.) As long as the either half-hour or hour rounds were completed, then there should be no reason as to why his family would get a penny from GEO.

It's a pathetic world we live in these days. People trying to get money anyway they can. People just can't take responsibility for their own actions anymore. It's ALWAYS someone elses fault, guess people do not grow up anymore and take the outcome of their actions.

BTW, i don't know how much the suit is/was for, but i guarantee you his pathetic waste of a life wasn't worth the ridiculous amount of money that family is trying to get.

well jackass before you decide to rant without knowledge maybe you should get some facts first, there is way more to this story than alot of people know, The company gets a  lawsuit filied against them when the warden provides the inmate with enough pills to take a life and than shows up to make sure the job gets done, this is a small part of the facts but the only thing idiots like you know is what you read and at best judge  without care to the family. These news articiles don't publish everything and these claims get settled out of court because the G.E.O doesn't want there wrong doing plastered all over the news paper so people like you could  have an understanding of what kind of a prison they run . So do me and yourself a favor with respect to the families that might be reading this article not blow you horne with you small minded bull-s--t

Why would i care for the inmates family? The inmate obviously doesn't care for his family, if he REALLY did care for his family, he would not get himself locked up and take himself out of his families lives. So if he doesn't care, there's no way in hell I'm going to care for their family.

And all you did was get mad at the fact that I posted a comment, yet you didn't prove any of my points wrong. It's because I know, and you know, what i put in my first post is correct. Usually when you respond to a comment, the smart thing would be to show how i am/was wrong, which you failed to do. Compared to just trying to make it personal and judging me based off a comment on a website.

I have been, and currently am, working for The GEO Group Inc., so yea, I think I would know a bit more about how things  run than people who never have been locked up, or worked for GEO or any other correctional facility.

Insulting a dead man by calling his life a pathetic waste is very hateful. It's beneath you, so don't give into whatever frustration you're feeling, brother.

Aside from that, I wanted to point out that the lawsuit filed by McCullough's family alleged that the facility in which McCullough was incarecerated was not being operated properly. And, if the facility wasn't being operated properly-- if, as the lawsuit alleged, the one-year punishment of solitary confinement was excessive and harmful to McCullough's mental health, and GEO employees were confirming they checked on solitary confinement prisoners like McCullough without having actually done so-- then there's a case that the prison operator is responsible for McCullough's death. And, in the world of private prisons, there exists little recourse for prisoners or their families who feel wronged other than litigation.

i agree with that as a cca corrections officer i wish i was like shawshank  we would have a better prison system im surprise that cali is not flooding the us with there inmates prolly cause all the stupid liberals wanting to keep the inmates close to people and area the inmate knows which leads to escape risk i dont think inmates should be any where near where they lived until they work hard in prison and earn it

you obviously have never had a son or daughter in a locked up situation, because you would posting a little different tune.  walk a mile in their shoes and then comment.

cca corrections officers are selling drugs to the inmates.  how do you think the inmates get herion, crack, pot, and cigs in there?
